In 2002, the International START Secretariat and the Pan African START Secretariat (PASS) began a fellowship program for outstanding young African scientists engaged in global environmental change research leading to doctoral dissertation. These fellowships were supported by a grant from the Norwegian Agency for Development (NORAD). Awards provided for up to two years of study leading to completion of Ph.D. dissertation or for the final year of graduate study combined with one-year of post-doctoral research. Awards provided for tuition, research materials, and a small living allowance.
