Together with continuing poverty and a steady rise in the population, this increase in economic activity has been exerting a great pressure on the regions natural resources. Critical environmental change issues of high priority include adaptation to global change, the monsoon system, food and water security, coastal and forest degradation, air quality, sustainable development, loss of biodiversity, and climate variability. STARTs research and capacity building activities in Southeast Asia address these issues. Capacity building activities in the region include a newly-launched SARCS Visiting Research Fellowship and a program of targeted research grants. STARTs activities within Southeast Asia are coordinated by the Southeast Asia Regional Committee for START (SARCS) Secretariat located at the National Central University in Chung-Li, Taiwan. SARCS is composed of the Regional Scientific Committee (RSC) and the Regional Council (RC). Assisting the SARCS Secretariat coordinate START activities is the Southeast Asia START Regional Centre (SEA START RC) at the Chulalongkorn University in Bangkok, Thailand. In addition, the SEA START RC is able to provide access to regional and global databases dedicated to global change research. The USER unit of Chiangmai University in Thailand serves as the base for various activities emphasizing the human dimensions of global change.
